BBC invites public tender for Doctor Who series launching 2028/29

The broadcaster has signalled a major transformation for Doctor Who, with production of the long-running science fiction series set to commence under an overhauled operational framework by 2028 or 2029.

A formal procurement process has been initiated to recruit a fresh production team for one of Britain’s most celebrated science fiction properties.

Detailed specifications have been released outlining the requirements for production companies seeking to assume control of the programme, representing a notable departure from the conventional showrunner-dominated production structure.

According to the tender documentation, production companies are not obligated to have a writer formally assigned during the initial application phase.

Submissions may include writer recommendations or details of any writers already involved in development plans.

The broadcaster has indicated that it does not intend to mandate a rigid showrunner framework and anticipates employing episodic writers once filming commences.

This announcement effectively concludes Russell T Davies’ second period as showrunner, which commenced in 2023 and concluded following the broadcaster’s decision to pursue a different creative direction for the series.

The broadcaster is soliciting proposals for a fresh multi-episode series with the possibility of additional specials, with a production determination anticipated by March of the following year.

A BBC representative stated that a new flagship Doctor Who series was being commissioned.

The programme should possess contemporary relevance and creative boldness while preserving the fundamental values and attributes that have secured its enduring appeal across multiple decades and audience demographics.

The broadcaster is requesting pitches that demonstrate innovation and unpredictability, blending ambitious science fiction concepts with compelling emotional storylines.

Successful submissions should deliver the kind of suspense, danger and tension associated with the series while remaining appropriate for general family viewership.

Narrative construction must maintain a distinctly British character, although the broadcaster remains receptive to both serialized narratives and episodic formats.

Interested production companies have been instructed to create a minimum of one companion character, with all roles required to possess individuality and authenticity.

The visual presentation should be cinematic and distinctive in its ambitions, capable of securing viewer interest within an intensely competitive international entertainment landscape.

The broadcaster expressed interest in unconventional methodologies for production, world construction, visual effects and narrative execution that amplify the scope and emotional resonance of the Doctor Who universe.

The vision sought should encompass the full range of possibilities the series offers both presently and potentially.

The franchise has historically provoked discussion, embraced risk-taking and motivated viewers for generations, and the new iteration is expected to perpetuate this tradition.

Pitches should demonstrate confidence and enthusiasm.

Earlier in the current year, the broadcaster confirmed that Doctor Who would undergo competitive tendering as a component of its strategic planning for the intellectual property.

The previously announced Christmas special has subsequently been abandoned.

A BBC representative indicated that the tendering process forms part of ensuring the programme’s longevity for subsequent generations and satisfies the broadcaster’s obligations under its Royal Charter.

Doctor Who continues to represent a significant asset for the organisation, and this procurement process reinforces its commitment to sustaining the series for audiences well into the future.

The broadcaster, in conjunction with Russell T Davies and production company Bad Wolf, collectively determined that the previously announced holiday episode would not proceed, with resources instead directed towards the series’ long-term development.

According to the representative, this choice was not made hastily, and acknowledgement was given that the decision would prove disappointing for enthusiasts.

However, rather than introducing a single standalone special to fill the interval, the choice was made to advance investment in the programme’s enduring prospects, ensuring that when the production returns, it does so in optimal condition.
