Harrow faces scrutiny as expenses climb and council shifts direction

Published on

Returning to my regular monthly contribution to the Harrow Times, recent weeks have been particularly hectic, with the quadrennial local authority elections having taken place.

I want to express gratitude to all those residents who backed our local Labour candidates, and your encouragement means a great deal.

The electoral outcomes have been challenging for my colleagues, and I also wish to acknowledge the dedication and service of our experienced former councillors to Harrow.

In our role as the opposition, we shall maintain our efforts to question, examine and hold the governing Conservative administration responsible. With council tax rates in Harrow at their highest point ever, and additional five percent increases anticipated in 2027 and 2028, my colleagues and I will persist in advocating for efficiency and strong performance from the Council.

Due to backing from local residents, we shall be advocating for inhabitants in the electoral divisions of Marlborough, Rayners Lane, Roxbourne, Roxeth, Wealdstone North and South, and West Harrow, as well as those throughout Harrow.

One particular matter on which my colleagues and I have been holding the Council publicly responsible concerns the suspension of its private enforcement contractor. Following aggressive, intimidating and threatening conduct by some of its employees toward vulnerable residents, which spread rapidly across social media platforms, measures had to be implemented.

It was only after the Harrow Labour Group made representations that the Council suspended the contractor, despite persistent issues with its performance. Previously, residents received penalties for providing food to ducks and pigeons in a park; a young child aged five was issued with a ÂŁ1,000 fine after a sweet wrapper fell from her pram; vulnerable and elderly individuals were unnecessarily targeted in the town centre; and now we have witnessed the most recent threatening occurrence captured on film.

Harrow warrants better provision. We shall therefore be observing this suspension closely and ensuring that proper safeguards are established to stop such occurrences from recurring. I have additionally advocated for all fixed penalty notices issued by officers implicated in such situations to be refunded to residents. Ultimately, I am of the view that the Council should take prompt action to restore this service internally rather than persisting with a poorly performing external contractor.

This represents merely one of numerous matters on which we persist in representing residents and holding the Council responsible. Nevertheless, not everything is unfavourable. My colleagues and I were pleased to receive a substantial ÂŁ10.4 million grant from central government, distributed across three years, to assist residents with living expenses.

Available support encompasses assistance with housing and council tax expenditure, complimentary school meals during the summer period, measures to prevent homelessness, provision for those leaving care and initiatives to address domestic violence. This represents a welcome allocation that will assist underserved communities.

Should residents have any concerns they wish to raise with me as Leader of the Opposition on the Council, or with any of my fellow representatives for the divisions mentioned above, contact information is available on the Harrow Council website.

I wish all residents an enjoyable break throughout August.
