Mayor suggests potential adjustment to frozen tax-free personal allowance

Andy Burnham has indicated that the frozen £12,570 Income Tax personal allowance could face examination after confirming it ranked among the most frequently cited concerns from voters during the recent Makerfield by-election contest.

While Burnham fell considerably short of unveiling any taxation alterations, he implied that the prolonged suspension of Income Tax thresholds has definitely captured his attention as he readies proposals designed to provide families with greater financial relief during the persistent cost-of-living crisis.

Speaking to The Times prior to officially assuming office, Burnham described the suspension of Income Tax thresholds as the issue that dominated conversations during doorstep interactions, noting it had firmly lodged itself in his thoughts.

The remarks have fuelled conjecture that the administration might reconsider the £12,570 personal allowance, which represents the sum most individuals can earn before Income Tax becomes due. This threshold has remained unchanged since 2022 and is presently scheduled to stay at that figure through to 2031.

Nevertheless, Burnham refrained from confirming any increase to the personal allowance and made no announcements regarding modifications to Income Tax thresholds. Any such move would necessitate the Government introducing taxation policy at an upcoming fiscal event.

Alzheimer’s struggle underpins Burnham’s social care commitment

Alongside addressing living expenses, Burnham has committed to making reforms to England’s social care framework one of the central objectives of his time in office.

The matter carries profound personal significance.

His father, Roy, suffers from Alzheimer’s disease and now resides in a care facility.

Burnham disclosed that his father remains unaware his son is poised to become Prime Minister.

When questioned about whether his father would feel a sense of pride, Burnham expressed this as a source of sorrow, acknowledging his father would indeed feel proud.

He framed it as his father’s accomplishment as well, describing it as a collective family triumph despite his father’s lack of awareness.

He mentioned the family recently gathered to visit his father.

All five family members were present at the care home, including his two brothers and mother, which he described as a meaningful occasion.

The system is failing

Burnham stated that his family’s encounters have reinforced his resolve to transform adult social care provision.

He possesses direct familiarity with how the system operates. With his father battling Alzheimer’s, he has witnessed the challenges confronting care workers, emphasising that staff members bear no responsibility for the dysfunction. He declared the system is fundamentally broken and must not remain in its current state.

He contended that the NHS cannot achieve full recovery while hospitals continue facing pressures because social care fails to assist vulnerable individuals.

He committed to deploying political resources on delivering overdue reforms, noting successive administrations have consistently postponed challenging choices.

He stated his intention to invest political capital in developing a strategy to address social care, emphasising he would not squander time as each additional year of delay means countless more individuals go without necessary support.
